Substitute resolution which authorizes the Commissioner of Public Works to enter into an intergovernmental cooperative agreement with the Department of Natural Resources to spray six designated areas within the City of Milwaukee to control Gypsy Moth infestation.
Analysis
The Forestry Section of the Operations Division has been monitoring increasing numbers of Gypsy Moths as indicated by yearly trapping results. These results indicate that control measures are warranted. This resolution authorizes the Commissioner of Public Works to participate in a cooperative Gypsy Moth control program under the guidance of the Department of Natural Resources and the United States Department of Agriculture. This effort will allow the aerial spraying of bacteria developed specifically to control moth larva. Spraying will be confined to six defined spray block areas infested with Gypsy Moth within the City of Milwaukee. The anticipated time of treatment will be in early May. The estimated cost of this aerial operation will be $27,000.00. The city is eligible and may apply for a maximum reimbursement of 50% of costs incurred from the State of Wisconsin Department of Natural Resources.

Whereas, Milwaukee places a high value on its urban forest consisting of both public and private trees and has long been a source of pride for city residents; and

Whereas, Numbers of gypsy moth egg masses indicate that treatment in six designated areas should occur to suppress the spread of this pest and control the potential damage to property values and quality of life; and,

Whereas, The locations of the six infested areas are:
1) N. Teutonia Ave.-N. 35th St. and W. Sheridan Ave.-W. Florist Ave.
2) N. Teutonia Ave.- N. 43rd St. and W Vera Ave.- W. Calumet Rd.
3) N. 51st Blvd.- N. 60th St. and W. Hemlock Rd. - W. Bradley Rd.
4) N. 100th St. - N. 107th St. and W. Good Hope Rd. ...
