Analysis
In a January 23, 2006 letter to Mayor Tom Barrett, the non-partisan State of Wisconsin’s Legislative Fiscal Bureau outlined a disparity in the Milwaukee Parental Choice Program’s (MPCP) funding formula that has a negative impact on City of Milwaukee property taxpayers. This resolution directs the Intergovernmental Relations Division- Department Administration to seek introduction and passage of state legislation to adjust the Milwaukee Parental Choice Program’s funding formula such that it will no longer negatively impact Milwaukee ‘s property taxpayers, prior to expanding the Milwaukee Parental Choice Program.

Whereas, In a January 23, 2006 letter to Mayor Tom Barrett, the non-partisan State of Wisconsin’s Legislative Fiscal Bureau outlined a disparity in the Milwaukee Parental Choice Program’s (MPCP) funding formula that has a negative impact on City of Milwaukee property taxpayers; and
Whereas, The impact on City of Milwaukee taxpayers will worsen if MPCP enrollment increases and general school aids to Milwaukee Public Schools continue to be reduced; and
Whereas, The Milwaukee Common Council is committed to the fiscally responsible education of all children in the City of Milwaukee; and
Whereas, The City of Milwaukee’s taxpayers are penalized under the current MPCP formula; now, therefore, be it
