Analysis
This resolution directs the proper City officials to prepare and execute an intergovernmental cooperation agreement and a ten-year maintenance covenant between the City of Milwaukee and the Milwaukee Metropolitan Sewerage District for the purpose of establishing responsibilities for design, construction, post construction vegetation establishment, and maintenance for a green infrastructure project in an area around the Port of Milwaukee Overpass. The Port of Milwaukee Overpass is generally located in the area around the IH-794 bridge over South Carferry Drive.

Whereas, The Milwaukee Metropolitan Sewerage District (MMSD) is responsible for collecting and treating wastewater from local sewerage systems; and

Whereas, The Milwaukee Metropolitan Sewerage District (MMSD) is responsible for collecting and treating wastewater from local sewerage systems; and

Whereas, Green infrastructure, reduces the volume of stormwater in the sewer system and the amount of pollutants discharged to surface waters; and

Whereas, MMSD desires to promote the installation of Best Management Practices such as bioswales and native landscaping and is willing to provide funding for such projects; and

Whereas, the City supports reducing the risk of combined sewer overflows by reducing the quantity of stormwater runoff entering the combined sewer system from the area around the Mineral Street overpass; and
