Title

Analysis
This resolution directs the Department of Administration - Intergovernmental Relations Division to lobby the State legislature to enact legislation increasing the penalties for motorists operating vehicles without the State minimum liability insurance.

Body
Whereas, In 2017, 6,934 motorists received citations in the City of Milwaukee for operating vehicles without valid liability insurance and in 2018 thus far, 6,806 motorists have received citations for operating vehicles without liability insurance; and

Whereas, From 2015 to 2018, the City of Milwaukee has paid $2,362,539 for uninsured motorist claims involving City workers injured by uninsured motorists; and

Whereas, Motorists who receive citations for operating vehicles without insurance receive a fine no more than $500; and

Whereas, Motorists who fail to provide physical proof of liability insurance when stopped by local law enforcement receive a fine of $10; and

Whereas, Motorists who provide false or fraudulent insurance information may be required to forfeit no more than $5,000; and

Whereas, The State and local municipalities need to increase penalties to hold uninsured drivers more accountable for operating without the state minimum liability insurance; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration - Intergovernmental Relations Division is directed to lobby the Wisconsin State Legislature to enact legislation increasing the penalties for uninsured motorists; and, be it

Further Resolved, That File Number 160538 is amended by inserting the following item in the document attached to the file ...
