Minutes note: Appearing: Benji Timm, DCD Real Estate Amy Oeth, DCD Planning Mr. Timm and Ms. Oeth presented on details of the plan amendment. This file will approve a redevelopment plan amendment for the identified project area to extend the redevelopment plan for an additional five years, and clarify permitted and prohibited land uses in the project area. Staff recommends approval. There was discussion on the rationale for a 5-year extension, job creation and attraction, future plan amendment, impact on historic buildings, development of a marketing plan, prospective new uses, past abatement efforts, communication with the community, and AI businesses. Commissioner Crane moved approval, seconded by member Washington. (Prevailed 5-0-1) Vice-chair Nemec abstained.

Title
Substitute resolution approving Amendment No. 2 to the North 35th Street - West Capitol Drive (Century City) Redevelopment Plan, in the 7th Aldermanic District.
Analysis
Adoption of this resolution by at least two-thirds vote of the Common Council will approve a redevelopment plan amendment for the above-identified project area to extend the redevelopment plan for an additional five years, and clarify permitted and prohibited land uses in the project area.
Body
Whereas, By adoption of File No. 050190 on June 14, 2005, the Common Council of the City of Milwaukee (“Council”) approved a Redevelopment Plan prepared by the Redevelopment Authority of the City of Milwaukee (“Authority”) for the former Tower Automotive facility in the vicinity of North 35th Street - West Capitol Drive Project Area and identified the area as “Century City" to guide future use of the former Tower Automotive facility in order to expand economic opportunities and promote job creation; and
Whereas, The Authority acquired a major portion of the project area in December 2009, from Milwaukee Industrial Trade Center, LLC in order to create modern development sites for business users and conduct demolition and environmental remediation; and
Whereas, By adoption of File No. 100630 on November 3, 2010, the Council approved Amendment No. 1 to the Redevelopment Plan which was prepared by the Authority to clarify permitted uses and establish guidelines for future development; and

Whereas, The Authority acquired 3940 North 35th Street from Tower Automotive Operations III, LLC on July 31, 2019 in cooperation with the 30th Street Corridor Corporation/Business Improvement District #37; and

Whereas, The Redevelopment Plan expires this year and the Authority has determined that many of the Plan Objectives, Renewal Actions, Land Use Provisions, and General Development Standards remain relevant and would like ...
