Analysis
This Resolution would authorize the Commissioner of Public Works to close South 14th Street from West Lincoln Avenue to West Windlake Avenue to improve vehicular and pedestrian traffic operation and safety in the area. The closure would be implemented on a temporary basis to fully evaluate the impacts of the resulting change in traffic pattern.
Body
Whereas, The South 14th Street intersections with West Lincoln Avenue and West Windlake Avenue lie in close proximity to the signalized intersection of West Lincoln Avenue and West Windlake Avenue due to the diagonal orientation of West Windlake Avenue; and

Whereas, Normal traffic signal operation and resulting vehicle queues at the intersection of West Windlake Avenue and West Lincoln Avenue creates operational and safety problems at the adjoining South 14th Street intersections in this street triangle; and

Whereas, Critical vehicular conflicts causing these operational and safety related problems can be eliminated at the intersections of South 14th Street with West Lincoln Avenue and West Windlake Avenue by closing the short segment of South 14th Street between these intersections; and

Whereas, The road closure necessary to implement the traffic restriction can be deployed on a trial basis to fully evaluate the impact of this traffic pattern change prior to construction of permanent measures; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized and directed to close the segment of South 14th Street from West Lincoln Avenue to West Windlake Avenue on a trial basis to fully evaluate the impacts of the traffic pattern change on both traffic operation and safety ...
