Title
Resolution creating Neighborhood Improvement District No. 3 (Washington Park Partners) and approving its first year Operating Plan, in the 15th Aldermanic District.
Analysis
This resolution establishes a Neighborhood Improvement District, pursuant to Wisconsin Statutes, for the area generally bounded by North 30th Street on the East, North 47th Street, including Washington Park on the West, Meinecke Avenue on the North and McKinley Avenue on the South. Also, this resolution adopts a first year Operating Plan and budget for the NID, creates a District Board and authorizes special assessments totaling $165,000 on taxable properties in the NID.
Body
Whereas, The Washington Park Partners neighborhood and business district is a vital and integral part of the City of Milwaukee (“City”); and
Whereas, A Neighborhood Improvement District (“NID” or “District”), as authorized by Section 66.1110, Wisconsin Statutes, provides a financing method to allow the Washington Parks Partners neighborhood and business district to become self-sustaining; and
Whereas, Several property owners in the proposed NID have submitted petitions requesting the City to establish a NID in the area; and
Whereas, An initial Operating Plan has been prepared, which describes proposed activities within the District and which acts in accordance with applicable Wisconsin Statutes; and
Whereas, Said Operating Plan has been reviewed and adopted by the City Plan Commission following a public hearing; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that Neighborhood Improvement District No. 3 (Washington Park Partners) and the associated District Board are hereby created; and, be it
Further Resolved, That the initial Operating Plan for NID No. 3, a copy of which is attached to this Common Council File, is hereby adopted; and, be it
