Analysis
This ordinance creates a pilot street-sweeping program, which establishes fixed monthly street sweeping days for designated streets within the 3rd and 14th aldermanic districts. Under this program, which shall be in effect from passage of this section (city clerk to insert date) through November 30, 2002, parking on the designated streets within the pilot area between the hours of 8 a.m. and 3 p.m. on the day the street sweeping shall occur is prohibited. In addition, in order to maximize the effectiveness and efficiency of the street sweeping program, this ordinance provides for the ticketing and towing of motor vehicles parked not in compliance with the parking restrictions to be in effect on the designated street sweeping days. Pursuant to s. 101-34-2-d, the forfeiture for citations for parking on the designated streets during the restricted hours on street sweeping days shall be $30.

Whereas, Various residential areas of the city experience a high demand for on-street parking which restricts accessibility to the curb line for effective street sweeping operations; and
Whereas, Establishing fixed monthly street sweeping days for certain residential streets where parked vehicles restrict accessibility to the curb line will increase the effectiveness and efficiency of street sweeping operations; and
Whereas, Strictly enforcing the parking restrictions, which are in effect on the designated street sweeping days, through both ticketing and towing, will reinforce compliance; and
Whereas, The long-term benefits realized by a more efficient delivery of street sweeping services and a more effective street sweeping operation will offset the resources expended to create this pilot street-sweeping program; now, therefo...
