Minutes note: Appearing: Andrew Stern, HPC Planner Ald. Alex Brower, 3rd Ald. Dist. Chris Sanger, property owner Alicia Chen Sanger, property owner A presentation was given on the application and recommendation from the Historic Preservation Commission on the Certificate of Appropriateness application and appeal of the Historic Preservaton Commission recommendation approving rooftop solar panels except those panels at the front. Staff recommendation was to uphold HPC decision. Mr. and Mrs. Sanger testified to grant the appeal to include approval of the front panels. Ald. Burgelis was in support of the appeal. Ald. Stamper moved to grant the appeal. (Prevailed 4-1) No - Bauman

Minutes note: Mr. Andrew Stern said this was held from the last committee meeting. The applicant did meet with his contractor about putting panels on the dormers. There were two different proposals instead of the front-only system. The City Attorney's Office provided written guidance a couple of years ago, which is in the file and Mr. Stern read some text from it. Staff is still recommending a rear system and panels only on the front-facing dormers and denial of the front-only system as requested by the applicant. Owner still prefers the front-only system. Denied as applied for and approve the staff concept as the decrease in efficiency is not significant and there is no large increase in cost.

Minutes note: Mr. Andrew Stern said the applicants are proposing solar panels on the front east elevation which would be very visible. The contractor said if the panels were moved from the front to the rear of the property they would only generate half the solar power and it wouldn't be economically viable. Staff would approve installation on the rear, but recommends denial as proposed, on the front elevation. The Commission would like to see real numbers relating to cost and how much power would be collected rather than a vague 'it would not be worth it". Hold one month so numbers can be from multiple contractors providing actual numbers.

Body

Whereas, The Historic Preservation Commission met on November 3, 2025 to consider granting a Certificate of Appropriateness for rooftop solar panels at 2591 N. Summit Ave., in the North Point North Historic District for Chris Sanger; and

 

Whereas, The Commission unanimously denied granting a Certificate of Appropriateness for placement of solar panels at the front face of the house and supported staff’s recommendations for placement; and

 

Whereas, The applicant appealed the decision relating to denial to the Zoning, Neighborhood and Development Committee at its meeting on January 13, 2026; and

 

Whereas, The Committee, by a vote of four (4) ayes and one (1) no, reversed the decision of the Historic Preservation Commission, now, therefore, be it,

 

Resolved, By the Common Council of the City of Milwaukee, that the appeal of the Certificate of Appropriateness for rooftop solar panels at 2591 N. Summit Ave., in the North Point North Historic District for Chris Sanger, is granted.
