Substitute resolution relating to implementation of certain provisions of the 2007 City budget.
Analysis
To implement certain provisions of the 2007 city budget, this resolution:
1. Approves the City’s Sustainable Boulevard Plan.
2. Authorizes the Department of Public Works to fund elements of the plan including, but not limited to, rain gardens, boulevard trees, and other components that absorb and store stormwater from funds previously allocated for the Urban Storm Trees and Green Best Management Practices program in Common Council Resolution File Number 050574.
3. Authorizes and directs the City Comptroller to transfer an additional $50,000 from the parent account SM 49805000 to the project account for the Urban Storm Trees and Green Best Management Practices program, SM498050005.
4. Directs the Department of Public Works to provide an annual report on plan implementation to the Common Council beginning in October, 2007.
Body
Whereas, Milwaukee’s boulevard system is a valuable quality of life asset to the city and provides aesthetic enjoyment for the benefit of residents and visitors; and

Whereas, The Department of Public Works enlisted the advice of citizens, landscape design professionals, and environmentalists to develop recommendations for the Sustainable Boulevard Plan; and

Whereas, The Department of Public Works has developed capital plan alternatives for boulevards that increase the system’s environmental and financial sustainability while preserving its aesthetic value; and

Whereas, The operational savings that would result from implementation of the “Sustainable Boulevard Plan” that is included in the City’s 2007-2012 Capital Improvements Plan are estimated to recover the plan’s capital costs within 6 years; and

Whereas, The key element of the Substainable Boulevard Plan are:

1. To remove flower and shrub beds from street segments that connect key intersections.
