Analysis
This resolution directs the Commissioner of Public Works to execute a document titled “1st Revision to State/Municipal Agreement for a State-Let Highway Project with the Wisconsin Department of Transportation for the construction of Appleton Avenue; State Trunk Highway 181 to Highway 41. The State/Municipal Agreements provide for 92 percent Federal and State aid and 8 percent local cost sharing for parking costs. The total estimated cost of this project is $15,797,000 with an estimated City share of $1,002,000 and a grantor share of $14,795,000.

Whereas, A project agreement has been requested and received from the Wisconsin Department of Transportation (WisDOT) to be executed by the City of Milwaukee for the construction of Appleton Avenue (STH 175); State Trunk Highway 181 (STH 181) to Highway 41, with Federal and State aid under the State Highway Rehabilitation Program; and

Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee of project cost overruns and changes in scope approved by the Department of Public Works; and

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100 percent liable for project cost overruns and changes in scope as approved by the Department of Public Works; and

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized to execute the agreement for the programming, design, and construction of the aforementioned connecting highway project with Federal and/or State aid, copies of which are attached to Common Council Resolution File...
