Whereas, Stormwater pollution control is an important component of the City of Milwaukee’s (City) storm water management regulations and the City’s stormwater permit with the Wisconsin Department of Natural Resources (DNR); and

Whereas, Nonpoint sources such as roadways have been recognized as the primary source of environmental pollution by discharging polluted runoff directly into the local streams and water bodies, threatening natural habitat and species; and

Whereas, In 2021, the City was awarded Green Infrastructure Funding from Milwaukee Metropolitan Sewerage District (MMSD); and

Whereas, The funds allowed green infrastructure consisting of bioswales to be installed along West Morgan Avenue between South Honey Creek Drive to South 75th Street and South Honey Creek Drive between West Morgan Avenue to West River Bend Drive; and

Whereas, The agreement for said funding stipulated that the City shall execute a maintenance covenant in favor of MMSD; and
