Substitute resolution requesting a change in purpose in Capital Account #BU110010400 - FMIS Accounts Receivable.
Analysis
This resolution would authorize use of $437,150 in capital funding, previously approved for use in installing the Accounts Receivable module of the City's Peoplesoft enterprise system as part of the 2001 budget, for purposes of upgrading the Human Resources Management System (HRMS) module of the Peoplesoft system.
      
Body      
Whereas, Vendor support for the current version of the City's Human Resources Management System of the Peoplesoft enterprise system will cease effective June 30, 2002, and
 
Whereas, The City has initiated efforts to procure the services and expertise required to perform the necessary upgrade to the HRMS component of the enterprise system, and
 
Whereas, Funds allocated in the 2002 annual budget for the HRMS upgrade do not meet the lowest-cost proposal submitted by vendors responding to the Request for Proposal, and
 
Whereas, There are current operational alternatives to an Accounts Receivable system that will support the needs of departments citywide, and
 
Whereas, Funds allocated in Capital Account #BU110010400 to implement the Accounts Receivable module of the enterprise system ($437,150) are no longer needed for the previously designated purpose; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that funds in Capital Account #BU110010400 be used for the upgrade of the Human Resources Management System (HRMS) and that the purpose of the existing capital account be changed from FMIS Accounts Receivable to Human Resources Management System Upgrade.
