Title
Substitute resolution authorizing a Public Access Easement with PNR 2, LLC to assist in lighting the Granville Station ring roads, in the 9th Aldermanic District.
Analysis
This substitute resolution permits the City of Milwaukee to execute an Easement to facilitate temporary lighting of the Granville Station ring roads.
Body
Whereas, In August of 2013, PNR 2, LLC ("PNR 2") purchased the former Boston Store, the ring roads and various outlots at the former Northridge Mall ("Mall"); and
Whereas, PNR 2 plans to redevelop the former Boston Store into a facility for Penzeys Spices and hopes to acquire the remainder of the Mall to further expand Penzeys' operations at the Mall; and
Whereas, The redevelopment of the Mall is critical to the economic viability of the West Brown Deer Road corridor and the northwest side of the City of Milwaukee ("City"); and
Whereas, The ring roads surrounding the shopping center are privately owned, but are used by the public to access many operating businesses and other public rights-of-way; and
Whereas, The ring roads are not properly lit, causing safety issues for vehicles, pedestrians, employees and customers in the area; and
Whereas, The City wishes to enter into a Public Access Easement with PNR 2 and TDC ("Easement"), a copy of which is attached to this Common Council File, to install temporary lighting on the Granville Station ring roads; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of the Department of Public Works, or designee, is directed to execute said Easement with PNR 2 for the purpose of lighting the ring roads, which Easement is in substantially the form that is part of this file with minor non-substantive revisions as may be approved by the Office of the City Attorney.
