Analysis
This ordinance establishes the Brigadier General Robert A. Cocroft veteran community service award. This award will be given annually to a veteran in honor of his or her community service. The selection committee shall consist of 2 community members appointed by the mayor, and 3 community members appointed by the common council president. Each member of the committee shall be a military veteran or the family member of a veteran.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 320-46 of the code is created to read:

320-46. Brigadier General Robert A. Cocroft Veteran Community Service Award.

1. ESTABLISHMENT. a. There is created the Brigadier General Robert A.
Cocroft veteran community service award selection committee consisting of:
a-1. 2 community members, appointed by the mayor, subject to common council confirmation.
a-2. 3 community members, appointed by the common council president, subject to common council confirmation.
b. The common council president shall designate the committee chair and vice-chair.
c. Each member shall be a military veteran or the family member of a veteran, and shall serve a 3-year term.
2. DUTIES. a. The committee shall determine the nomination procedure, nomination criteria, selection process and criteria, type of award and award presentation for the Brigadier General Robert A. Cocroft veteran community service award, which is an annual award that recognizes a city veteran resident, who is not an elected official, that best exemplifies Brigadier General Robert A. Cocroft’s legacy and commitment to military veterans.
b. The committee shall develop the selection criteria for the award and submit its report to the common council for approval.
