Substitute resolution relative to application for, and acceptance and expenditure of, a 2004 State of Wisconsin Recycling Efficiency Grant (Department of Public Works).
Analysis
This resolution authorizes the Department of Public Works to apply for, and accept and expend, a 2004 State of Wisconsin Recycling Efficiency Grant. This grant program is intended to reward units of government that have strived to create efficiencies in recycling programs by entering into cooperation agreements with nearby communities. If awarded, the City's grant would be about $0.38 per capita, or $226,850. There is no City share or position authority associated with this grant.
Body
Whereas, The State of Wisconsin is making available recycling-related grant monies to entities referred to as "Responsible Units," including the City of Milwaukee; and

Whereas, The State of Wisconsin makes available Recycling Efficiency Grants to reward those communities that have demonstrated recycling program efficiency by entering into cooperative agreements with other communities; and

Whereas, The amount of each Recycling Efficiency Grant is based on community population and will be approximately $0.38 per capita for 2004; and

Whereas, There is no local/City share or position authority associated with this grant program; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works is authorized to apply for a 2004 State of Wisconsin Recycling Efficiency Grant and to accept this grant without further Common Council approval, unless the terms of the grant change in a manner described in Common Council File Number 940843 (Grant and Aid Guidelines); and, be it
