Resolution authorizing the Commissioner of Public Works to execute a Maintenance Covenant document between the City of Milwaukee and Milwaukee Metropolitan Sewerage District requiring the City of Milwaukee to keep, preserve, and maintain the green infrastructure located along South Kinnickinnic Avenue between East Lincoln Avenue and East Morgan Avenue, in the 14th Aldermanic District.
Analysis
This resolution authorizes the Commissioner of Public Works to execute a Maintenance Covenant document titled Green Infrastructure Ten-Year Maintenance Covenant for Trees and Silva Cells® at Multiple Locations along Kinnickinnic Avenue. The Maintenance Covenant requires the City of Milwaukee to keep, preserve, and maintain green infrastructure along South Kinnickinnic Avenue between East Lincoln Avenue and East Morgan Avenue.

Whereas, Stormwater pollution control is an important component of the City of Milwaukee’s (City) storm water management regulations and the City’s stormwater permit with the Wisconsin Department of Natural Resources (DNR); and
Whereas, Nonpoint sources such as roadways have been recognized as the primary source of environmental pollution by discharging polluted runoff directly into the local streams and water bodies, threatening natural habitat and species; and
Whereas, In 2013, the City was awarded a Green Infrastructure Partnership Program Grant from Milwaukee Metropolitan Sewerage District (MMSD); and
Whereas, In 2016 the City was awarded a Green Solutions for Separate Infrastructure and Sewer Separation Grant from MMSD; and
Whereas, The grant funds allowed green infrastructure consisting of stormwater trees and proprietary sub-surface storm water management systems (Silva Cells®) to be installed at various locations along South Kinnickinnic Avenue; and
