Title
Substitute resolution relating to the transfer of certain safety positions within the Department of Public Works to the Department of Employee Relations.
Analysis
This resolution directs the amending of the City's positions ordinance to transfer all safety specialists positions-one safety supervisor and 4 safety specialists-from the Department of Public Works to the Department of Employee Relations.
Body
Whereas, A primary responsibility of the Administrative Services Division, Safety Section, with the Department of Public Works is to assess work related conditions within the department in order to reduce employee job related injuries; and
Whereas, Employee job-related injuries are directly related to City worker's compensation expenditures, which it is estimated will be more than $7 million for 2001, an increase of 22% over actual expenditures-$5,467,992-in 2000; and
Whereas, A significant percentage of worker's compensation expenditures are related to Public Works employe injuries, and there is indication that these injuries are more severe than in past years; and
Whereas, In order to focus more effectively on assessing and reducing public works employee job-related injuries, Safety Section positions should be transferred to the Department of Employee Relations, an action which would restore the safety function to Employee Relations where it existed through the early l990's; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City's positions ordinance be amended to transfer all safety specialist positions-one safety supervisor and 4 safety specialists-from the Department of Public Works to the Department of Employee Relations.
