Analysis
This resolution amends Common Council File # 201472 relative to the Epidemiology and Laboratory Capacity (ELC) COVID19- Wisconsin State Funding Opportunities for Prevention and Control of Emerging Infectious Diseases (ELC) Cooperative Agreement from the State of Wisconsin Department of Health Services. The purpose of the grant is to support the City of Milwaukee’s Health Department’s response to COVID-19 in emergency operations planning, testing capacity, and contact tracing.

Body
Whereas, Common Council File # 201472 authorizes the Health Department to accept and fund Epidemiology and Laboratory Capacity (ELC) COVID19- Wisconsin State Funding Opportunities for Prevention and Control of Emerging Infectious Diseases (ELC) Cooperative Agreement from the State of Wisconsin Department of Health Services for the purpose of providing laboratory capacity, emergency operations planning, testing capacity and contact tracing; and

Whereas, The grantor share of this grant program is increased by $3,271,800 with no city match; and the total cost is increased by $3,271,800;

Whereas, the operation of this grant program from 10.01.2020 to 10.31.2022 would cost $6,056,200 completely funded by the Grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that application of this grant from the State of Wisconsin Department of Health Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
