Whereas, The Project Agreement for the installation of traffic signal improvements under the 2010 Highway Safety Improvement Program (HSIP) was approved by the Common Council under File Number 090888; and

Whereas, The HSIP is intended to reduce the number and severity of vehicle and pedestrian crashes; and

Whereas, The installation of pedestrian countdown timers at eight-five connecting highway traffic signal controlled intersections will improve pedestrian safety by providing pedestrians with the time remaining in the flashing “Don’t Walk” before the start of the yellow signal, resulting in fewer pedestrian conflicts with vehicles; and

Whereas, The total estimated cost of this project is $433,890.03 for traffic control signal...
