Resolution authorizing and directing a transfer of funds from the Capital Improvements-Advance Planning Fund to a subaccount for the preparation of Comprehensive Plans for areas of the City of Milwaukee. (DCD)
Analysis
This resolution transfers $55,000 in funds from the Capital Improvements-Advance Planning Fund into Comprehensive Plan Subaccount No. UR01280126. This subaccount allocation will provide consultant assistance on preparation of Comprehensive Plans for areas of the City including Washington Park and Walker's Point.
Body
Whereas, 1999 State of Wisconsin Act 9 (the Biennial Budget Act) required that the City of Milwaukee (“City”) prepare a Comprehensive Plan by 2010; and

Whereas, Comprehensive Plans for specific areas or “neighborhoods” of the City comprise one component of the Comprehensive Plan; and

Whereas, The Department of City Development continues work on neighborhood residential and commercial analysis and development as well as land use policy development; and

Whereas, Technical assistance in these planning activities has often been provided by outside consultants and funds are necessary to provide for such consultant services; and

Whereas, Local Initiatives Support Corporation in cooperation with Washington Park Partners has prepared a strategic plan for the Washington Park area, which extends several city blocks north, east and southeast of Washington Park proper; and

Whereas, The Washington Park strategic plan could effectively become a Comprehensive Plan through City staff involvement and additional consultant effort to add several key elements to the work completed to date; and

Whereas, Walker's Point, an area extending south of Downtown Milwaukee, is experiencing rapid and fundamental changes in land use and development opportunities and needs an area Comprehensive Plan; and
