Title
Substitute resolution urging the Wisconsin Department of Natural Resources to amend regulations relating to the number of watercraft berths permitted for waterfront properties along urban waterways.
Analysis
This resolution provides the following:
1. Urges the State of Wisconsin Department of Natural Resources to amend its regulations and permit a greater number of watercraft berths and mooring for waterfront properties along certain highly developed portions of urban waterways.

2. Directs the Department of Administration-Intergovernmental Relations Division to seek introduction and passage of state legislation, if necessary, which would permit a greater number of watercraft berths and moorings for waterfront properties along certain highly developed portions of urban waterways.

Currently, the number of berths and moorings for watercraft permitted along any individual waterfront property is limited to 2 for the first 50 feet of frontage and one for each additional 50 feet of frontage owned.

Whereas, State of Wisconsin Department of Natural Resources (DNR) regulations provide that the number of berths and moorings for watercraft permitted along any individual waterfront property is limited to 2 for the first 50 feet of frontage and one for each additional 50 feet of frontage owned; and

Whereas, The DNR regulations related to the number of watercraft berths and moorings are necessary to protect fish and waterfowl habitats, aquatic plants, water quality and natural shoreline aesthetics; and

Whereas, The level of protection the DNR regulations provide for rural waterways is not relevant when applied to waterfront properties along certain highly developed portions of urban waterways; now, therefore, be it
