Title

Analysis
This ordinance creates a moratorium until after June 30, 2001, on the issuance of permits for the erection, construction, enlargement, moving or relocation of off premise signs (a/k/a billboards).
Body
Whereas, The Common Council finds that Milwaukee is currently experiencing a proliferation of new off premise signs (billboards), with spatial concentrations of billboards appearing in certain parts of the city; and

Whereas, The Common Council finds that a proliferation of billboards can have a negative impact on public health, safety and welfare and may, primarily as a result of the aesthetic impact of such billboards, impair or diminish the use, value and enjoyment of nearby properties of all types (residential, commercial and industrial); and

Whereas, The Common Council wishes to review existing billboard regulations, particularly zoning regulations relating to billboards, and to develop revised regulations that better serve the interests of the citizens of Milwaukee; and

Whereas, It is therefore appropriate to declare a moratorium on the issuance of building permits for off premise signs until the City Plan Commission and the Common Council's Zoning, Neighborhoods and Development Committee have examined the zoning regulations for off premise signs and reviewed proposed changes to such regulations, and until the Common Council has had an opportunity to review and act upon the proposed zoning code changes; now, therefore

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 244-2-1.5 of the code is created to read:
