Analysis
This resolution authorizes the Commissioner of Public Works to execute a sole source contract with Prism Technical Management & Marketing Services. The contract amount is estimated to be no more than $150,000. Services to be provided include evaluation and monitoring of the construction contractor's compliance with the Emerging Business Enterprise (EBE), Residence Preference Program (RPP) and apprenticeship requirements for the bidding and construction phases of the City Hall Restoration (CHR) project. The contract would be awarded on a sole source basis because of Prism Technical Management & Marketing Services knowledge of the CHR project given its prior preparation of a workforce and EBE readiness research study, as well as its work drafting the EBE, RPP and apprenticeship provisions for the project.

Whereas, City of Milwaukee ordinances promote participation by Emerging Businesses, Target Area Residents, and Apprentices in City contracts; and

Whereas, The typical requirements for City contracts are 18% Emerging Business Enterprise (EBE), 25% Residence Preference Program (RPP), and one or more apprentices from the affected construction trades; and

Whereas, The City Hall Restoration project has set minimum requirements of 18% EBE, 25% RPP, and six (6) apprentices from three of the major construction trades; and
