Minutes note: Held to get legal advice and that has been submitted. Staff still recommends approving all of the requested panels. Laura Schneider and Danielle Beierschmitt - Arch Solar - the proposed locations are ideal and if moved, their output would not be maximized. They also think the balance across the entire roof is more visually appealing. Ald. Bauman moved for approval for the 2 panels that flank the dormer and deny the smaller panel to the east. Seconded by Mr. Jarosz. Failed. 3-3 (Ms. Keating Kahn, Mr. Robinson and Ms. Pieper Eisenbrown voting "no"). Ms. Keating Kahn moved to approved, seconded by Mr. Robinson. Failed. 3-3 (Mr. Jarosz, Ald. Bauman and Ms. Peltz voting "no").

Minutes note: Mr. Tim Askin said this solar panel installation is at a corner and the location is the only feasible location for this property. There is no way to eliminate the visibility on this property. Staff recommends approval since Windsor is basically a glorified alley. All of the solar installations that staff can recall are mid-block and face the side. In this situation, it's a side installation that faces the street. Jennifer Larson - Arch Solar - the only way to get solar efficiency is on the proposed location. Ald. Bauman would like more information on legal considerations if we deny this in total or deny partially. Hold for a cycle.

This resolution grants the appeal of the Certificate of Appropriateness for the installation of rooftop solar panels at 2015 N. Lake Drive, in the North Point South Historic District, for John Hambrook.

Whereas, The Historic Preservation Commission met on February 5, 2024 to consider granting a Certificate of Appropriateness for the installation of rooftop solar panels at 2015 N. Lake Drive, in the North Point South Historic District, for John Hambrook; and

 

Whereas, The Commission denied the Certificate by a vote of 4 ayes and 2 noes; and

 

Whereas, The applicant appealed the decision relating to denial to the Zoning, Neighborhood and Development Committee at its meeting of February 22, 2024; and

 

Whereas, The Committee, by a vote of five (5) ayes and zero (o) noes reversed the decision of the Historic Preservation Commission, now, therefore, be it,

 

Resolved, By the Common Council of the City of Milwaukee, that the appeal of the Certificate of Appropriateness for the installation of rooftop solar panels at 2015 N. Lake Drive, in the North Point South Historic District, for John Hambrook is granted.
