Analysis
This Substitute Resolution authorizes and directs the CPW to execute agreements with the WISDOT and Marquette University to implement streetscape and pedestrian improvement work around the Marquette campus under a Congestion Mitigation/Air Quality Program (CMAQ) grant. The agreements include the WISDOT project agreement and an agreement
between the City and Marquette for project responsibilities and maintenance. The project is eligible for 80% Federal/State participation. The estimated cost is $989,830. The local share (20%) will be funded by Marquette, including City project related work. The Substitute
Resolution also authorizes the City Comptroller to establish project subaccounts and transfer funds and also authorizes the CPW to undertake the CMAQ project work.

Whereas, The City of Milwaukee, on behalf of Marquette University (Marquette), has requested a Congestion Mitigation/Air Quality (CMAQ) grant from the Wisconsin Department of Transportation (WISDOT) to undertake streetscape and pedestrian improvements on West Wisconsin Avenue from North 16th Street to North 11th Street, on North 16th Street from West Clybourn Street to West Wisconsin Avenue; and on North 12th Street from West Wisconsin Avenue to West Wells Street in the area of the Marquette campus; and
