This resolution prohibits the Health Department from filling one position of Environmental Health Specialist position, proposed for elimination in the 1998 City budget but retained by the Common Council in that budget, until legislation is enacted authorizing the Health Department to increase its fees sufficiently to offset the cost of the position. The increased fees shall offset the full direct cost of the position, including, but not limited to, wages, fringes, auto allowance and other direct costs associated with the position.
BODY:
Whereas, The Health Department proposed elimination of an Environmental Health Specialist position in the 1998 City budget; and
 
Whereas, The Common Council finds that it is in the public interest to retain the position if the full direct cost thereof can be offset by increased Health Department fee revenue; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Health Department is prohibited from filling one position of Environmental Health Specialist position, proposed for elimination in the 1998 City budget but retained by the Common Council in that budget, until legislation is enacted that authorizes the Health Department to increase its fees sufficiently to offset the cost of the position; and, be it
 
Further Resolved, That such increased fees shall provide sufficient additional funds to offset the full direct cost of the position, including but not limited to wages, fringes, auto allowance and other direct costs associated with that position.
