Resolution relating to the Milwaukee Fire Department's application, acceptance and expenditure of grant funds from the Federal Emergency Management Agency.
Analysis
This resolution authorizes the Milwaukee Fire Department to accept and expend $5,000 from the Federal Emergency Management Agency to host two seminars for juvenile firesetter counselors, such as nurses, doctors and other emergency medical personnel.

Body
Whereas, The Milwaukee Fire Department's Bureau of Instruction and Training is responsible for developing a fire-safe community by educating the public in fire safety; and

Whereas, The Federal Emergency Management Agency (FEMA) provides grant funds for various fire prevention programs; and

Whereas, The Milwaukee Fire Department is eligible for $5,000 in FEMA grant funds to host two seminars on the Juvenile Firesetter Counselor Program; and

Whereas, The seminars are to educate nurses, doctors and other emergency first responders in the assessment and treatment of juvenile firesetters; and

Whereas, The grant funds would cover payment for materials and transportation and lodging for the instructor, and the department would provide the facility; and

Whereas, Based on the instructor's availability, the department would need to schedule the seminars in October 2003; and

Whereas, No matching funds are required for the grant; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that application to FEMA is authorized and the Milwaukee Fire Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it

Further Resolved,That the City Comptroller is authorized to:
