Title
Resolution relating to the reallocation of American Rescue Plan Act (ARPA) funding from speed limit reduction signage to traffic calming installations.
Analysis
This resolution implements the intention Amendment 40B to the 2023 Proposed Budget by authorizing the reallocation of $500,000 of ARPA funding from speed limit reduction signage to traffic calming installations.
Body
Whereas, The cost of installing traffic-calming features such as speed humps is paid primarily by property owners through special assessment charges; and
Whereas, The special assessment rate for traffic calming improvements is established by City ordinance; and
Whereas, Common Council File Number 210828, adopted on December 14, 2021 reduced the cost recovery rate for traffic calming projects from 90% of construction and installation costs to 33%; and
Whereas, The Department of Public Works estimates that the funding provided in the 2023 Budget for the High Impact Paving Program will improve 17.7 miles of streets; and
Whereas, In September, 2021, the Common Council adopted File Number 210745, allocating funds to the Department of Public Works - Infrastructure Division for a Reckless Driving Initiative as set forth in the City of Milwaukee Stronger Summer Plan; and
Whereas, The plan included $1.2 million for improvements related to speed limit reduction; and
Whereas, A portion of the funding for speed limit reduction was for the replacement of speed limit signs to reflect lowered speed limits; and
Whereas, Common Council action is required to alter speed limits in the city; and
Whereas, The Council has not yet taken any action to reduce speed limits; and
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration is authorized to reallocate $500,000 from the Department of Public Works - Infrastructure Services Division’s portion of the first...
