Minutes note: Motion by Alderman Puente to accept the Proposed Substitute (A). Appearances by: Alderman Michael Murphy, 10th Aldermanic District. Deputy Inspector Anna Ruzinski, Milwaukee Police Department. David Heard, Director, Fire and Police Commission. John Balcerzak, Milwaukee Police Association (MPA). Mr. Balcerzak asked that all commissioners be required to attend the police citizens academy. According to Alderman Murphy commissioners would participate in the ride-a-long program at the decrection of the Police or Fire Chief. There would be an annual review before the Public Safety Committee. Alderman Witkowski commented that he believed the training should be taylored specifically to the needs of commissioners with oversight by the Executive Director of the Fire and Police Commission.

Minutes note: Ald. Murphy moved to offer a Proposed Substitute to the Common Council File Number 070345. The Proposed Substitute differs substantially from Substitute 1 in that it requires each commissioner to attend training on an annual basis related to the missions of the fire department and the police department. Each newly appointed commissioner must register for training within 6 months of the date of confirmation of their appointment by the Common Council, and must complete said training with 12 months of the date of their confirmation by the council. The commission shall submit an annual report to the common council of training taken by fire and police commission members.

Analysis
This ordinance requires newly appointed members of the fire and police commission to register for training related to the missions of the fire department and the police department within 6 months of the date of confirmation of their appointment by the common council, and to complete said training within 12 months of the date of confirmation of their appointment by the common council. The fire and police commission shall submit an annual report to the common council of training taken by fire and police commission members.

Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 314-1-2 of the code is renumbered 314-1-2-a.

Part 2. Section 314-1-2-b of the code is created to read:

314-1. Members.
2. REQUIRED.
b. Each newly appointed commissioner shall register for training related to the missions of the fire department and the police department within 6 months of the date of confirmation of their appointment by the common council, and shall complete said training within 12 months of the date of confirmation of their appointment by the common council.
b-1. Fire department training shall include such training and ride along programs as may be recommended by the executive director of the fire and police commission. Newly appointed commissioners who have professional experience as a firefighter are exempt from the fire department training requirement.
b-2. Police department training shall include attending the Milwaukee police citizen academy and participating in the police department ride along program, as may be recommended by the executive director of the fire and police commission. Newly appointed commission...
