Title

Resolution relating to the establishment of an Interim Plaza Program.

Analysis

This resolution approves the Milwaukee Interim Plaza program, which allows for property and business owners, business or neighborhood improvement districts, and City-recognized nonprofits and community-based organizations to create new interim plazas in the public right of way. This program will transform underutilized streets or parts of streets into gathering spaces.

Body

Whereas, Interim Plazas transform underutilized streets or areas of streets into public spaces using low-cost materials, such as paint, movable planters, flexible delineator posts, and seating; and

 

Whereas, Interim plazas reconfigure space that might otherwise be underutilized or unnecessary for automobile traffic, or unsafe for people walking; and

 

Whereas, The community has expressed interest in having more locations for small local festivals and celebrations, and similar community gatherings; and

 

Whereas, Repurposing underutilized street space can aid in addressing City of Milwaukee goals in reducing reckless driving and working towards Vision Zero goals; and

 

Whereas, On March 22, 2022, the Common Council of the City of Milwaukee (“Common Council”) adopted File No. 211710, approving the City of Milwaukee Comprehensive Outdoor Recreation Plan 2022-2027, including a Gathering Places Feasibility Study; and 

 

Whereas, The Gathering Places Feasibility Study identified Interim Plazas as an opportunity to grow Milwaukee’s network of gathering places; now, therefore, be it

 

Resolved, By the Common Council and the City of Milwaukee, Milwaukee Interim Plaza program, in substantially the same form as attached to this file, is approved.
