Whereas, The Common Council of the City of Milwaukee on 11/3/2004 approved the anticipated Housing and Urban Development funding awards for 2005 as follows: CDBG $20,000,000; HOME $7,000,000; ESG $766,449; HOPWA $512,000; and ADDI $369,000; and

Whereas, The Community Block Grant Administration (CBGA) was notified by HUD on 12/22/2004 that the actual 2005 funding awards would be as follows: CDBG $19,617,242; HOME $6,844,707; ESG $757,655; HOPWA $487,000; and ADDI $210,439; and

Whereas, The shortfall for each 2005 HUD funded award is CDBG ($382,758); HOME ($155,293); ESG ($8,794); HOPWA ($25,000), and ADDI ($158,561); and

Whereas, The Community & Economic Development Committee recommends approval to reduce the CDBG award to the Large Impact Development Pool from $100,000 to $0, and reduce the CDBG Acquire/ Rehab/Sell & New Construction Pool from $138,000 to $0, and restore funding to these activities during the reprogramming cycle leaving a CDBG deficit of ($144,758); and

Whereas, The Committee recommends approval to use the CDBG Contingency account to restore both the CDBG shortfall of ($144,758) and the ESG shortfall of ($8,794); and

Whereas, The Committee recommends approval to reduce the HOME Acquire/Rehab Sell & New Construction Pool from $510,000 to $354,707 to absorb the HOME shortfall of ($155,293). This activity will be restored during the HOME reprogramming cycle; and

Whereas, The Committee recommends approval to reduce the HOPWA 2005 award as follows:
