Minutes note: Ald. Spiker provided context on the City's acquisition and use of ALPR cameras. Ald. Burgelis noted his objection to discussion and public testimony beyond the matter of an indemnification agreement. Ald. Burgelis moved that ALPR information, submitted by him, be entered into the file for the record. There was no objection. Appearing: Kathy Block, City Attorney's Office Heather Hough, Police Dept. Evan Goyke, City Attorney Rhonda Kelsey, Purchasing Division There was discussion on the intent of the file, germaneness on discussing on policy, origin of the ALRP, use of ALPR surveillance countywide, contracting with Flock Group, Inc., and use of ALPR cameras. Public testimony in opposition: Amanda Merkwae, ACLU of Wisconsin Ron Jansen, resident Ms. Muhammad, resident Jason Haas, lobbyist for JusticePoint Those in opposition testified with concerns over infringement on civil liberties and increasing costs to the City with the acquisition or expansion of Flock surveillance technology. Public testimony in support: Tara Cavazos, South 27th Street BID 43 Leif Otteson, Gateway to Milwaukee BID 40 Ms. Cavazos testified that the BID has been providing the funding for the cameras. Those in support testified that the cameras are beneficial to reduce or assist in criminal investigations, are in demand by residents, are in use by many others, and have support from residents. Ald. Burgelis moved that the Finance and Personnel Committee convene into closed session, pursuant to s. 19.85(1)(e), Wis. Stats., for the purpose of conducting specified public business whenever competitive or bargaining reasons require a closed session. The committee reconvened into open session at 11:54 a.m. Ald. Spiker said he was supportive of a motion to hold the file due to legal concerns on the indemnification provision of the contract agreement.

Analysis

This resolution approves an agreement between the City of Milwaukee and Flock Group Inc. for the provision of pole-mounted security cameras and access to necessary software for their operation.

 

Body

Whereas, The operation, maintenance and possible expansion of pole-mounted security cameras in Milwaukee serves residents by deterring and facilitating the prosecution of criminal activity; and

 

Whereas, The Flock Group Inc. has, since 2022, contracted with the City of Milwaukee to support City-owned, pole-mounted security cameras; and

 

Whereas, The City of Milwaukee seeks a mutually acceptable agreement with Flock Group Inc. for the future provision and support of pole-mounted security cameras; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the proper City officials are authorized and directed to prepare and execute the City of Milwaukee Agreement (E0000021123) between the City of Milwaukee and Flock Group Inc. in substantially the same form as the draft agreement attached to this file, for the purpose of delegating responsibilities for the provision and operation of pole-mounted security cameras.
