In compliance with file #990089, the Water Works requests authority to outsource payment processing to a bank lock box. ______________________________________________
 
 
BODY:
Whereas, On April 20, 1999, the Common Council adopted File Number 990089, a resolution relative to outsourcing or privatizing of City services; and
 
Whereas, On April 5, 1999, prior to the adoption of the aforesaid resolution, the Water Works released a requisition for lock box services, with a bid opening scheduled for June 8, 1999; and
 
Whereas, The Water Works has determined that the outsourcing of lock box services for payment of water bills is most economical and cost-efficient, in part due to the fact that the City's current lock box system is not Y2K compliant; and
 
Whereas, The two postions of Water Teller II affected by this outsourcing would be trained to become Customer Service Representatives; and
 
Whereas, In order to meet the September 9, 1999 ("9/9/99") deadline for implementation and Y2K compliance testing of this new lock box system, it is necessary to expedite Common Council review and approval of this request to outsource lock box services; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Common Council herewith approves the Water Works' request to outsource its lock box services for payment of customer water bills, as specified in the request and report from the Water Works attached to this file; and, be it
 
Further Resolved, That approval of the lock box contract shall require Common Council approval by resolution.
