Title
Substitute resolution appropriating up to $750,000 for the Department of Neighborhood Services' Code Compliance Program.
Analysis
This resolution allows the use of Partnerships in Affordable Ownership Housing Initiative funding totaling $500,000 for deferred payment loans to households with critical repair needs as a result of recent flooding. This resolution also uses $250,000 of Community Development Block Grant funding.
Body
Whereas, The Department of Neighborhood Services’ Code Compliance Program preserves existing affordable homeownership by providing deferred payment loans to eligible low-income homeowners with critical repair needs to address code violations and similar items that could make homes uninhabitable; and

Whereas, As a result of a catastrophic flooding event which occurred on August 9 and August 10, 2025, Department of Neighborhood Services reports indicate that there are more than 400 homes with critical repair needs within the city of Milwaukee, including emergency repairs required to make homes habitable through furnace, electrical panel, and water heater replacement; and

Whereas, There is an urgent need to assist homeowners in making flood-related repairs prior to the cold weather season and other circumstances that may cause housing displacement; and

Whereas, The Common Council approved funding for various programs during the 2025 Community Development Block Grant funding allocation process; and

Whereas, There are CDBG-funded projects that are not moving forward, have unexpended balances and have program income received that is available to support affordable housing activities including the Code Compliance Program; now, therefore, be it
