Analysis
This substitute resolution authorizes the Milwaukee Water Works to accept and fund a grant for Water Infrastructure Security planning from the Federal EPA in the amount of $248,175 with a City share of $135,000 and a grantor share of $113,175. The purpose of the grant is to compensate the Water Works for expenditures related to planning for security enhancements at Water Works' facilities and upgrading an emergency operations plan.

Whereas, The City of Milwaukee Water Works is eligible for grant funds from the Federal Environmental Protection Agency (EPA) for Water Infrastructure Security; and

Whereas, The operation of this grant project from May 1, 2002 to December 31, 2003 would cost $248,175 of which $135,000 (54%) would be provided by the Water Works and $113,175 (46%) would be provided by the grantor; now therefore, be it

Resolved, By the Common Council of the City of Milwaukee that acceptance by the Water Works of the Environmental Protection Agency grant for Vulnerability Assessments and Related Security Improvements at Large Drinking Water Utilities is authorized without further approval, unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it

Further Resolved, That the City Comptroller is authorized to:

1. Commit funds within the Project/Grant Parent of the 2002 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled "Vulnerability Assessments and Related Security Improvements at Large Drinking Water Utilities":
