Body
Whereas, In an urban environment, in an era dominated by the automobile, parking appears likely to remain a commodity that, from time to time, proves scarce; and
Whereas, If it is to thrive in this era, the City of Milwaukee must, while never abandoning its efforts to expand and improve mass transit, show itself both welcoming and accommodating to those who live, work and shop in the City - and who also choose to get about by car; and
Whereas, The City recognizes the commitment and dedication of both the employees of the Department of Public Works and the Milwaukee Police Department who are assigned to enforce its parking regulations; and
Whereas, In recent months, the City appears to be gaining a reputation as overly-aggressive in its parking enforcement efforts, with published reports indicating that parking checkers, in 2002, issued more than one million parking tickets for the second consecutive year; and
Whereas, Some have gone so far as to suggest that these efforts are merely aimed at generating additional revenue, diminishing their importance as tools in improving neighborhoods, increasing traffic safety and decreasing traffic congestion; and
Whereas, In all of its policies, the City must work closely with residents, businesses and community groups to respond to individual needs and circumstances; and
Whereas, While undoubtedly a significant challenge, those charged with enforcing the City's parking regulations must strive to be more judicious if the City is to avoid being regarded as "anti-motorist" or "anti-car"; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Department of Public Works and the Milwaukee Police Department are urged to exercise discretion in the enforcement of parking violations.
