Resolution relative to application, acceptance and funding of a Wisconsin Incident Based Reporting Implementation Grant. (Police Department)
Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept and fund a Wisconsin Incident Based Reporting Implementation Grant from the State of Wisconsin, Office of Justice Assistance in the amount of $64,000 with a city share of $16,000 and a grantor share of $48,000. The purpose of this project is to successfully implement incident based crime reporting to the State of Wisconsin, Office of Justice Assistance.
Body:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin, Office of Justice Assistance; and

Whereas, The Milwaukee Police Department may enter into agreements with Mr. John Louzecky, a consultant to provide expertise and assistance with the implementation of incident based crime reporting; and

Whereas, The operation of this grant from 07/01/04 to 06/30/05 would cost $64,000 of which $16,000 (25%) would be provided by the city and $48,000 (75%) would be provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin, Office of Justice Assistance is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council file 030712; and, be it

Further Resolved, That the City Comptroller is authorized to:

1. Commit funds within the Project/Grant Parent of the 2004 Special Revenue-Grant and Aid Projects, the following amount for the program titled: Wisconsin Incident Based Reporting Implementation Grant

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;

3. Establish the necessary City Share Project Values; and, be it

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:

Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

2. Enter into agreements with consultant Mr. John Louzecky.

Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
