Resolution relative to application, acceptance and funding of the Medical Assistance Grant. (Health Dept.)
ANLS:
This resolution authorizes the Health Department to apply for, accept and fund the Medical Assistance Grant project from the State of Wisconsin Division of Health and Family Services in the amount of $262,395 with a city share of $51,337 and a grantor share of $211,058. The purpose of the project is to increase the enrollment of eligible families in Medicaid and BadgerCare and to reach and maintain vaccination coverage levels among children aged 19-35 months for all vaccines included in the Childhood Immunization Initiative.
BODY:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin Division of Health and Family Services to increase the enrollment of eligible families in Medicaid and BadgerCare and to reach and maintain vaccination coverage levels among children aged 19-35 months for all vaccines included in the Childhood Immunization Initiative; and
 
Whereas, The operation of this grant project from 07/01/98 to 09/30/99 would cost $262,395 of which $51,337(20%) would be provided by the city and $211,058(80%) would be provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin Division of Health and Family Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1. Encumber in the parent accounts of the 1998 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the project titled Medical Assistance Grant:

2. Create a Special Revenue Fund - Grant and Aid Projects and the necessary expenditure and revenue accounts; appropriate to these accounts the amount required under the grant agreement and transfer the corresponding offsetting estimated revenue;
 
3. Establish the necessary grant performance submeasures; and, be it
 
Further Resolved, That these funds are appropriated to the Health Department which is authorized to:
 
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2. Expend from the 1998 grant budget funds for training and out-of-town travel by departmental staff; and
 
3. Enter into subcontracts and leases as stipulated in the grant budget; and, be it
 
Further Resolved, That the Common Council directs that the 1998 Positions Ordinance, C.C. File 970831, should be amended as follows:
