Title
A substitute ordinance to further amend the 2026 rates of pay of offices and positions in the City Service.
Analysis
This substitute ordinance changes the rates of pay in the following departments:
City Attorney, Common Council - City Clerk, Department of Community Wellness and Safety, Department of Compliance and Engagement, Comptroller, Department of Emergency Communications, Department of Employee Relations, Employes’ Retirement System, Fire Department, Health Department (Clinical Services Division), Library, Municipal Court, Police Department, Department of Public Works - Water Works

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 250698 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 15, 2026 - July 5, 2026):
Under Pay Range 1LX, add the title of “Emergency Communications Finance Manager (1)”.
Part 2. Part 1, Section 1 of ordinance File Number 250698 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 17, 2026 - August 2, 2026):
Under Pay Range 1DX, add the title of “Legal Office Assistant Supervisor (4)” and add new footnote (4) to read:
(4) Recruitment is at:
Biweekly 2,773.08
Annual 72,100.08
Under Pay Range 1FX, add the title of “Legal Administrative Supervisor (5)”.
Under Pay Range 1GX, add the title of “Health Project Supervisor -SRH (8)”.
Under Pay Range 1HX, delete the titles of “Crime and Intelligence Manager (9)” and Office of “Violence Prevention Operations Manager (7)”, add the title of “Court Operations Supervisor (13)”, delete footnotes (7) and (9) in their entirety, and renumber remaining footnotes accordingly.
Under Pay Range 1JX, add the titles of “Compliance and Engagement Deputy Director (3)” and “Community Wellness and Safety Deputy Director (3)”.
Under Pay Range 1LX, add the title of “Budget Manager - Police (1)”.
Under Pay Range 1OX, add the title of “Information Cybersecurity Manager (3)”.
Part 3. Part 1, Section 2 of ordinance File Number 250698 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 15, 2026 - July 5, 2026):
Under Pay Range 2KX, delete the title of “Benefity Systems Analyst (8)” and add the title of “Benefits Systems Analyst (8)”.
Part 4. Part 1, Section 2 of ordinance File Number 250698 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 17, 2026 - August 2, 2026):
Under Pay Range 2DN, delete the title of “Executive Administrative Assistant (4)” and delete footnote (4) in its entirety.
Under Pay Range 2GN, add footnote designation (15) to the title of “Public Health Nurse 1 (7)(8)”, add the title of “Accounting Services Supervisor (11)”, and add new footnote (15) to read:
(15) An employee assigned to work in the Sexual and Reproductive Health Section shall be paid an additional 7%.
Under Pay Range 2GX, add the title of “Public Health Compliance Analyst”, delete the title of “Equal Rights Complaints Liaison (4)”, and delete footnote (4) in its entirety.
Under Pay Range 2HN, add footnote designation (16) to the title of “Public Health Nurse 2 (8)(13)”, delete footnote designation (4) from and add footnote designation (14) to the title of “Crime Analyst I (4)”, and add new footnote (16) to read:
(16) An employee assigned to work in the Sexual and Reproductive Health Section shall be paid an additional 7%.
Under Pay Range 2HX, delete the title of “Racial Equity and Inclusion Coordinator (1) and add the title of “Compliance and Engagement Coordinator (1)”.
Under Pay Range 2IN, add footnote designation (9) to the title of “Public Health Nurse 3 (1)(4)”, delete footnote designation (3) from and add footnote designation (2) to the title of “Crime Analyst II (3)”, and add new footnote (9) to read:
(9) An employee assigned to work in the Sexual and Reproductive Health Section shall be paid an additional 7%.
Under Pay Range 2IX, delete the title of “Municipal Court Clerk - Lead (4)” and delete footnote (4) in its entirety.
Under Pay Range 2JN, amend footnote (2) to read:

Under Pay Range 2JX, add the titles of “Accountant II (3)” and “Court Alternative Services Coordinator (13)”; delete the titles of ‘Court Social Worker Coordinator (13)” and “Public Health Compliance Officer”.
Under Pay Range 2LN, add the title of “Crime and Intelligence Manager (9)”.
Under Pay Range 2MX, add the title of “Public Health Compliance Officer (19)”.
Under Pay Range 2RX, delete the title of “ERS Network Security Administrator (3)” and delete footnote (3) in its entirety.
Part 5. Part 1, Section 4 of ordinance File Number 250698 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2026 - December 21, 2026):
Under 4KN- Pay Range 806, add the title of “Crash Reconstructionist (1) (2) (3) (4) (5) (6)”.
Part 6. Part 1, Section 5 of ordinance File Number 250698 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 17, 2026 - August 2, 2026):
Under Pay Range 5HN, delete the title of “Court Services Assistant - Lead (2)”.
Part 7. Part 1, Section 8 of ordinance File Number 250698 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 17, 2026 - August 2, 2026):
Under Pay Range 8CN, add the title of “Water Distribution Investigator Helper 1 (1)”.
Under Pay Range 8EN, add the title of “Water Distribution Investigator Helper 2”.
Part 8. Part 1, Section 9 of ordinance File Number 250698 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 17, 2026 - August 2, 2026):
Under Pay Range 9HN, add the titles of “Temporary Librarian I (7)” and “Temporary Librarian II (8)”, and add new footnotes (7) and (8) to read:

Part 9. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 10. The provisions of Part 5 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2026 (December 21, 2026).
Part 11. The provisions of Parts 1 and 3 of this ordinance are deemed to be in force and effect from and after Pay Period 15, 2026 (July 5, 2026).
Part 12. The provisions of Parts 2, 4, 6, 7, and 8 of this ordinance are deemed to be in force and effect from and after Pay Period 17, 2026 (August 2, 2026).
Part 13. This ordinance will take effect and be in force from and after its passage and publication.
