Title

Substitute resolution relative to changes in the 2006 HUD funding for Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Shelter Grant (ESG), Housing Opportunities for Persons With AIDS (HOPWA) and American Dream Downpayment Initiative (ADDI).

Body

Whereas, The Common Council of the City of Milwaukee on 11/15/2005 approved the anticipated HUD funding awards for 2006 as follows: CDBG $18,500,000; HOME $6,800,000; ESG $757,655; HOPWA $487,000; and ADDI $210,000; and

 

Whereas, The Community Development Grants Administration (CDGA) was notified by HUD  that the actual 2006 funding awards would be as follows: CDBG $17,662,301; HOME $6,441,475; ESG $754,515; HOPWA $497,000; and ADDI $105,007; and

 

Whereas, The shortfall for each 2006 HUD funded award is CDBG ($837,699); HOME ($358,525); ESG ($3,140); ADDI ($104,993); and an increase to HOPWA of $10,000; and

 

Whereas, The Community & Economic Development Committee recommends approval to reduce the CDBG award to the Acquire/Rehab/Sell Pool by $172,000; reduce the Milwaukee Fire Dept - FOCUS program by $200,000; reduce the DOA-COMPASS program by $42,000 leaving a CDBG deficit of ($423,699), (See Attachment A).  The 2005 Milwaukee Fire Dept - FOCUS program has approx $200,000 remaining, and the 2005 DOA-COMPASS program has approx $42,000 remaining.  Both 2005 programs will be extended; and

 

Whereas, The Committee recommends approval to use the CDBG Contingency account (See Attachment B) to restore both the CDBG shortfall of ($423,699) and the ESG shortfall of ($3,140) for a total of ($426,839); and

 

Whereas, The Committee recommends approval to reduce the HOME Acquire/Rehab Sell & New Construction Pool by $21,525; reduce HOME Administration by $241,000; reduce West End Development Corp. (Acquire/Rehab/Sell Program) by $80,000; reduce the West End Development Corp. (CHDO HOME Operating funds) by $16,000; and

 

Whereas, The Committee recommends approval to increase the HOPWA 2006 award by $8,000 to AIDS Resource Center of Wisconsin and to also increase the 2006 HOPWA award to Richard’s Place by $2,000; and

 

Whereas, The Committee recommends approval to reduce the 2006 ADDI funding awarded to Select Milwaukee from $210,000 to $105,007; now therefore, be it

 

Resolved, By The Common Council of the City of Milwaukee hereby approves the changes to the 2006 HUD awards as stated above; and, be it

 

Further Resolved, That CDGA is responsible for awarding subrecipient contracts for the approved 2006 activities; and, be it

 

Further Resolved, That the subrecipient organization shall submit budget and activity reports in amounts and according to any conditions approved by the Common Council and in accordance with File Number 74-92-5v, to the Community Development Grants Administration and the City Comptroller for review and approval; and be it                     

 

Further Resolved, That payments for CDBG cost incurred shall be paid in accordance with approved CDBG reimbursement policy based on the approval by the Community Development Grants Administration and the City Comptroller; and, be it

 

Further Resolved, That except as modified by this resolution, the guidelines for handling the Community Development Block Grant Program set forth in Common Council File Number 74-92-5v are fully applicable to the 2006 Community Development Entitlement Funding Program.
