Resolution relative to the acceptance and funding of the Lifecourse Initiative for Healthy Families Grant from the Wisconsin Partnership Program - University of Wisconsin-School of Medicine and Public Health.
Analysis
This resolution authorizes the Health Department to accept and fund the Lifecourse Initiative for Healthy Families (LIHF) Grant from the Wisconsin Partnership Program - University of Wisconsin-School of Medicine and Public Health in the amount of $463,000, with a city share of $63,000 (13.6%) and a grantor share of $400,000 (86.4%). The purpose of the Lifecourse Initiative for Healthy Families Grant is to positively impact infant mortality, improve birth outcomes, and strengthen African American families and communities by strengthening father involvement in their child(ren's) and partner's lives by intensive, evidence-based, and participant-driven fatherhood-focused home visitation services to expectant and parenting fathers in an 11 zip code targeted area in Milwaukee.

Whereas, The City of Milwaukee Health Department appears to be eligible for grant funds from the Wisconsin Partnership Program - University of Wisconsin-School of Medicine and Public Health to positively impact infant mortality, improve birth outcomes, and strengthen African American families and communities by strengthening father involvement in their child(ren)'s and partner's lives; now, therefore, be it
Whereas, The operation of this grant program from 06/01/13 to 05/31/16 would cost $463,000 of which $63,000 (13.6%) would be provided by the city and $400,000 (86.4%) would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that acceptance of the grant from the Wisconsin Partnership Program - University of Wisconsin-School of Medicine and Public Health is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant parent account of the 2013 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Lifecourse Initiative for Healthy Families (LIHF) Grant:

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2013 grant budget funds for training and out-of-town travel by departmental staff; and,
3. Enter into subcontracts as detailed in the grant budget; and, be it
Further Resolved, That the Common Council directs that the 2013 Positions Ordinance C.C. File Number 120741, should be amended as follows:
