Resolution relating to the application for, and acceptance, funding and expenditure of, a Wisconsin Department of Transportation 2020 Multimodal Local Supplement Project grant for Port Milwaukee’s South Shore Cruise Dock.
Analysis
This resolution authorizes Port Milwaukee to apply for, accept, fund and expend a Wisconsin Department of Transportation 2020 Multimodal Local Supplement Project grant in the amount of $484,367 for improvements to Port Milwaukee’s South Shore Cruise Dock.
Body
Whereas, The City of Milwaukee appears to be eligible for 2020 Multimodal Local Supplement Project funds from the Wisconsin Department of Transportation (WisDOT); and
Whereas, It is the mission of Port Milwaukee to enhance the overall economic environment of the region by stimulating trade, business, and employment through its commercial, recreational, and cruise ship operations; and
Whereas, Milwaukee realized a sharp increase in cruise passenger traffic in 2019 and anticipates further cruise-related growth in the future; and
Whereas, Milwaukee has positioned itself as an international turnaround port for the embarkation and disembarkation of passengers on Great Lakes cruise itineraries; and
Whereas, Port Milwaukee owns and maintains the South Shore Cruise Dock; and
Whereas, In order to accommodate the expanded safe, secure and efficient use of the South Shore Cruise Dock, it is necessary to rehabilitate the parcel and procure additional equipment as required by the U.S. Coast Guard; and
Whereas, The proposed improvements at the South Shore Cruise Dock are estimated to cost $484,367, of which $201,531 (41.6%) will be provided by WisDOT (Grantor share) and as much as $282,836 (58.4%) will be provided by the City budget (Capital Fund PT180000200, City Share); now, therefore, be it
Resolve, By the Common Council of the City of Milwaukee, that Port Milwaukee is authorized to apply for and accept the WisDOT 2020 Multimodal Local Supplement Project grant in accordance with the terms of the attached Agreement # 1009-49-43/1009-51-43 by and between the Port and WisDOT without further Common Council approval unless the terms of the grant change in a manner described in s. 304-81 of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized and directed to transfer $200,000 from the PT180000200 (Pier Berth & Channel Improvements) capital account to the PT180000400 (Multimodal Local Supplement) capital account; and, be it
Further Resolved, That the City Comptroller is authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant number for this project and to transfer the amounts to this project as follows:

Further Resolved, That Port Milwaukee is authorized to expend these funds for the specified purpose as indicated in the grant agreement; and, be it
Further Resolved, That the Municipal Port Director, as representative of the Board of Harbor Commissioners, is authorized to sign agreements, forms, claims, and other required documents binding upon the Board in connection with the application for, and acceptance of, this WisDOT Multimodal Local Supplement project grant; and, be it
Further Resolved, That the proper City officials are directed to execute the attached Agreement # 1009-49-43/1009-51-43 by and between WisDOT and Port Milwaukee on behalf of the City.
