Title
Resolution directing the Department of City Development to market the City-owned parking lot at 2254 South Allis Street for sale and development under specified conditions, in the 14th Aldermanic District.
Analysis
This resolution will permit the Department of City Development to solicit proposals for the sale and development of a City-owned parking lot.
Body
Whereas, Since 1998, the Department of City Development (“DCD”) has marketed and sold several City-owned parking lots that resulted in increased tax base and additional residential and commercial development while replacing the public parking as needed by the private developers; and
Whereas, Development of the City-owned parking lot at 2254 South Allis Street could contribute to the revitalization of the Bay View neighborhood while maintaining public parking; and
Whereas, DCD recommends that its Real Estate staff work with the area business association and area residents to design a Request for Proposals that will offer the property for sale with the following requirements:
1. The Request for Proposals shall specify use and design requirements to ensure that development is in keeping with the character of the Bay View commercial district and adjoining residential areas.
2. The development must replace the short and long-term public parking and the sale will be subject to a public access easement for the parking and meter collection and/or a requirement ensuring monthly parking rates similar to those charged at other City parking lots; and
Whereas, After the submitted proposals are evaluated by DCD staff and community representatives, the selected proposal will be presented to the City Plan Commission and the Common Council for approval of a surplus declaration and authorization for sale; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of City Development is directed to implement the marketing plan for the City-owned parking lot at 2254 South Allis Street according to the conditions outlined above; and, be it
Further Resolved, That after review of the submitted proposals, the recommended proposal shall be presented to the Common Council for formal approval; and, be it
Further Resolved, That any advertising expenses advanced by the Redevelopment Authority shall be repaid at closing along with sale expenses and a 20 percent development fee prior to the net sale proceeds being credited to the Parking Fund; and, be it
Further Resolved, That if no acceptable proposals are received, the property shall remain a public parking lot, but may be advertised at a later date for sale and development or made available on a first-come, first-serve basis upon the recommendation of the Commissioner of DCD.
