Title
A substitute ordinance to further amend the 2024 offices and positions in the City Service.
Analysis
This substitute ordinance changes the offices and positions in the following departments:
Department of City Development, Common Council - City Clerk, Department of Emergency Communications, Employes’ Retirement System, Health Department (Office of the Commissioner and Health Administration; Clinical Services Division; Community Health Division; Environmental Health Division; Policy, Innovation & Engagement Division), Library, Department of Neighborhood Services, Department of Public Works (Water Works - Distribution Organization)

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows:
Under “Health Department, Clinical Services Division”, amend footnotes (HPS) and (WFP) to read as follows:
(HPS) To expire 12/31/2025 unless the HIV Partner Services grant is extended.
(WFP) To expire 12/31/2025 unless the Family Planning Grant is extended.
Under “Health Department, Community Health Division”, amend footnotes (CHAP), (NBH), and (MCH) to read as follows:
(CHAP) To expire 12/31/25 unless the Medical Assistance (MA) Outreach Forward Health Grant from the State of Wisconsin Dept. of Health Services is extended.
(NBH) To expire 12/31/25 unless the Newborn Hearing Screening Grant is extended.
(MCH) To expire 12/31/25 unless the Maternal and Child Health Grant is extended.
Under “Healthcare Access”, delete one position of “Health Access Assistant (X)(CHAP)”.
Under “Prenatal & Reproductive Health”, add one position of “Community Outreach Specialist (X)(MCH)”.
Under “Health Department, Environmental Health Division”, amend footnote (WIIN) to read as follows:
(WIIN) To expire 9/30/2025 unless the Lead In Water Testing - WIIN grant is extended.
Under “Home Environmental Health”, add footnote designation (WIIN) to one position of “Home Environmental Health Inspector 4 (X)” and one position of “Home Environmental Health Inspector 4 (X)(RG)”.
Under “Health Department; Policy, Innovation & Engagement Division”, amend footnote (PHG) to read as follows:
(PHG) To expire 9/30/2025 unless the Preventive Health Grant is extended.
Under “Planning and Research”, delete one position of “Community Outreach Specialist (X)(PHI)”.
Part 2. Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2013 - December 22, 2013):
Under “Health Department, Community Health Division”, add new footnote (XX) to read:
(XX) Bilingual position.
Under “Healthcare Access”, add footnote designation (XX) to one position of “Health Access Assistant (X) (CHAP)”.
Part 3. Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 24, 2022 - November 13, 2022):
Under “Employes’ Retirement System, Management Support Services”, delete three positions of “Pension Investment Analyst - Senior” and add three positions of “ERS Pension Investment Analyst V”.
Part 4. Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 6, 2024 - March 3, 2024):
Under “Department of City Development, Public Housing Programs Decision Unit, Field Support Services”, delete two positions of “HVAC Maintenance Technician” and delete the section entitled “Field Support Services”.
Under “Health Department, Office of the Commissioner and Health Administration, Vital Records”, delete three positions of “Office Assistant IV” and add three positions of “Customer Service Representative III”.
Under “Health Department, Community Health Division”, delete three positions of “Community Health Administrative Specialist 1 (X)” and add three positions of “Community Health Administrative Specialist 3 (X)”.
Under “Empowering Families of Milwaukee (EFM)”, delete one position of “Community Health Administrative Specialist 1 (FFHV)” and add one position of “Community Health Administrative Specialist 3 (FFHV)”.
Under Library, Administrative Services Decision Unit, Facilities and Fleet Section”, delete one position of “Facilities Program Assistant” and add one position of “Facilities Program Specialist”.
Part 5. Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 22, 2024 - October 13, 2024):
Under “Common Council - City Clerk, Central Administration Division”, delete footnote designation (Y) from three positions of “Executive Administrative Assistant (0.5 FTE) (Y)” and from three positions of “Executive Administrative Assistant (0.5 FTE) (E) (Y)”.
Part 6. Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 26, 2024 - December 8, 2024):
Under “Common Council-City Clerk, License Division”, delete one position of “Business Systems Specialist (E)(Y)” and add one position of “Business Outreach Specialist (E)(Y)”.
Under “Department of Emergency Communications”, delete one position of “Administrative Assistant IV”, delete one position of “Emergency Communications Officer IV”, and add one position of “Emergency Communications Project Manager”.
Under “Health Department, Community Health Division, Empowering Families of Milwaukee (EFM)”, delete one position of “Public Health Nurse - Senior (X)(FFHV)” and add one position of “Public Health Nurse - Leader (X)(FFHV)”.
Under “Prenatal & Reproductive Health”, delete one position of “Public Health Nurse - Senior (G)(X)(NBH)” and add one position of “Public Health Nurse - Leader (G)(X)(NBH)”; delete one position of “Public Health Nurse - Senior (G)(X)(CDG)” and add one position of “Public Health Nurse - Leader (G)(X)(CDG)”.
Under “Health Department, Clinical Services Division”, delete one position of “Public Health Nurse-Senior (G)(X)” and add one position of “Public Health Nurse - Leader (G)(X)”.
Under “Disease Control & Prevention”, delete two positions of “Public Health Nurse - Senior (G)(X)” and add two positions of “Public Health Nurse - Leader (G)(X)”; delete two positions of “Public Health Nurse - Senior (G)(X)(IMM)(PHI)” and add two positions of “Public Health Nurse - Leader (G)(X)(IMM)(PHI)”; delete one position of “Public Health Nurse - Senior (G)(X)(IMM)” and add one position of “Public Health Nurse - Leader (G)(X)(IMM)”.
Under “Sexual & Reproductive Health”, delete one position of “Public Health Nurse Senior (X)” and add one position of “Public Health Nurse - Leader (X)”.
Under “Well Woman Initiatives”, delete one position of “Public Health Nurse-Senior (G)(X)(WWP)” and add one position of “Public Health Nurse - Leader (G)(X)(WWP)”.
Under “Health Department, Environmental Health Division, Home Environmental Health”, delete one position of “Public Health Nurse-Senior (G)(X)(WLD)” and add one position of “Public Health Nurse - Leader (G)(X)(WLD)”.
Under “Health Department, Policy, Innovation & Engagement Division”, delete one position of “Deputy Commissioner-Policy, Innovation & Engagement (X)(Y)(CDD)” and add one position of “Deputy Commissioner of Policy, Innovation and Equity (X)(Y)(CDD)”.
Under “Department of Neighborhood Services, Targeted Enforcement”, delete one position of “District Code Enforcement Supervisor (X)” and add one position of “Outreach and Training Manager (X)”.
Under “Department of Public Works - Water Works, Distribution Organization, Field Operations”, delete one position of “Office Assistant IV” and add one position of “Administrative Assistant IV”.
Part 7. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 8. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2013 (December 22, 2013).
Part 9. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 24, 2022 (November 13, 2022).
Part 10. The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 6, 2024 (March 3, 2024).
Part 11. The provisions of Part 5 of this ordinance are deemed to be in force and effect from and after Pay Period 22, 2024 (October 13, 2024).
Part 12. The provisions of Part 6 of this ordinance are deemed to be in force and effect from and after Pay Period 26, 2024 (December 8, 2024).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 13. This ordinance will take effect and be in force from and after its passage and publication.
