Title

Substitute resolution relative to application, acceptance and funding of the End AIDS Milwaukee Grant from the MAC AIDS Fund through Diverse and Resilient.

Analysis

This resolution authorizes the Health Department to apply for, accept and fund the End AIDS Milwaukee Grant from the MAC AIDS Fund through Diverse and Resilient in the amount of $50,000 provided by the grantor. The purpose of the grant is to address unfavorable social conditions for young gay and bisexual men, especially young African American gay and bisexual men that results in limited HIV prevention information and high risk situations and behavior that contribute to HIV transmission.

Body

Whereas, The City of Milwaukee appears to be eligible for grant funds from the MAC AIDS Fund through Diverse and Resilient in this HIV prevention project; and

 

Whereas, The operation of this grant project from 11/01/11 to 05/31/12 would cost $50,000 provided by the grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that application to the MAC AIDS Fund through Diverse and Resilient is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.   Commit funds within the Project/Grant Parent of the 2011 Special Revenue Grant and Aid Projects Funds, the following amount for the project titled End AIDS Milwaukee Grant (MAC AIDS):

2.   Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Grant Levels; budget against these Project/Grant values the amounts required under the grant agreement; and, be it

 

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:

                                                               

1.  Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.  Expend from the 2011 grant budget funds for training and out-of-town travel by departmental staff;

 

3.  Enter into leases and subcontracts as detailed in the grant budget; and
