Substitute resolution authorizing ACTS, Inc., CCTR Group, Lincoln Neighborhood Redevelopment Corporation (LNRC), Lisbon Avenue Neighborhood Development (LAND), Neighborhood Housing Services of Milwaukee (NHS), Neighborhood Improvement Development Corporation (NIDC), South Community Organization (SCO), West End Development Corporation (WEDC) and YMCA-North Central to retain, expend and carry over program income generated from grant activities.

Analysis:

This substitute resolution authorizes ACTS, Inc., CCTR Group, LNRC, LAND, NHS, NIDC, SCO, WEDC and YMCA-North Central to retain, expend and carry over program income generated from grant activities.  

Body:

Whereas, ACTS, Inc., CCTR Group, LNRC, NIDC, SCO, WEDC and YMCA-North Central will generate program income from Housing related activities; and

Whereas, It has been determined that the LAND and NHS will generate program income from the Tool Loan Program related activities; and

Whereas, The grant regulations allow for the subgrantees to retain and expend program revenues for program related activities; and

Whereas, The grant regulations require that program revenues be expended first before grant funds; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee that ACTS, Inc., CCTR Group, LNRC, LAND, NHS, NIDC, SCO, WEDC and YMCA-North Central are authorized to retain, expend and carry over program income generated from grant activities in accordance with the grant regulations; and, be it

Further Resolved, That the subgrantees are directed to expend program revenues first before grant funds in accordance with the grant regulations; and

Further Resolved, That the Community Block Grant Administration is authorized and directed to enter into amendments to the contracts with the Acts, Inc., CCTR Group, LNRC, LAND, NHS, NIDC, SCO, WEDC and YMCA-North Central to provide for such organizations to retain, expend and carry over program income generated from grant activities, in accordance with the grant regulations and subject to reporting requirements as the Block Grant Director may require.
