Analysis
This resolution authorizes the Department of Administration - Office of Environmental Sustainability to apply for, accept and expend a $75,000 grant from the Fund for Lake Michigan in response to a Flooding Study Task Force recommendation. There will be no City match for this project.
 
The grant proposes to fund Office of Environmental Sustainability and Information Technology and Management Division staff, plus the services of an independent engineering consultant, to develop a Green Infrastructure Baseline Inventory. This Green Infrastructure Baseline Inventory will be an integral part the City's Sustainability Plan currently bring developed by the Office of Environmental Sustainability and Mayor's Green Team, in conjunction with the Common Council, and will inventory existing infrastructure conditions that contribute to flood risk, basement back-ups, degraded water quality and lack of aquatic biodiversity.
 
The total grant project grant budget will be $75,000, with no City match. The proposed budget for this project as follows:

Whereas, The Flooding Study Task Force recommended the City evaluate "existing green infrastructure improvements and develop policies to incorporate future green infrastructure into development, re-development and street construction efforts"; and
 
Whereas, The Department of Administration - Office of Environmental Sustainability and a Mayor-appointed Green Team is currently developing a Sustainability Plan in consultation with the Common Council to identify a strategic vision and a comprehensive set of goals and strategies focused on improving environmental quality, economic strength, and social equity within a community; and
 
Whereas, The Department of Administration - Office of Environmental Sustainability has developed the Green Streets Policy Review Grant project to develop a Green Infrastructure Baseline Inventory to be an integral part of this Sustainability Plan; and
 
Whereas, This Green Infrastructure Baseline Inventory will inventory existing infrastructure conditions that contribute to flood risk, basement back-ups, degraded water quality and lack of aquatic biodiversity; and
 
Whereas, This Green Infrastructure Baseline Inventory can be effectively developed by existing City staff from the Office of Environmental Sustainability and Information Technology and Management Division, with the services of an independent engineering consultant; and
 
Whereas, The total cost of the Green Streets Policy Review Grant project is projected to be $75,000 which the Department of Administration - Office of Environmental Sustainability proposes to fund entirely through a Green Streets Policy Review Grant award of $75,000 with no City match; and
 
Whereas, The Green Streets Policy Review Grant will fund the Green Streets Policy Review Grant project for a grant period of October 1, 2012 through December 31, 2013; and
 
Whereas, The proposed $75,000 budget for this Green Streets Policy Review Grant project funded entirely by the Fund for Lake Michigan is as follows:

Whereas, The Office of Environmental Sustainability has partnered with the Department of Public Works and Department of City Development to work with the Fund for Lake Michigan to identify projects that meet City needs; and
 
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Fund for Lake Michigan to fund the Department of Administration - Office of Environmental Sustainability's Green Streets Policy Review Grant project; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration - Office of Environmental Sustainability is authorized to apply for a $75,000 grant from the Fund for Lake Michigan to develop a Green Infrastructure Baseline Inventory to be an integral part of the City's Sustainability Plan, and is authorized to accept and expend this grant without further approval unless the terms of the grant change as indicated in the Milwaukee Code of Ordinances section 304-84; and, be it
 
Further Resolved, That the Department of Administration - Office of Environmental Sustainability is authorized to hire an engineering consultant in conjunction with this grant project following all procedures and policies set forth for City purchases of services; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1. Commit funds within the Project/Grant Parent of the 2012 Special Revenue - Grant and Aid Projects Fund, the following amount for the project titled Green Streets Policy Review Grant:
