Title
Substitute resolution authorizing the Commissioner of Public Works to prepare a Request for Proposal with the purpose to receive proposals from consultants who can design and subsequently directional bore under IH-43 at West Juneau Avenue to provide a freeway crossing for City conduit, in the 4th Aldermanic District.
Analysis
As part of the reconfiguration of the Marquette Interchange, the West Juneau Avenue Bridge will be removed. The City presently uses this bridge to support City conduit over the freeway thus providing vital City communication links in this area. With the bridge being removed, the only way to re-establish this connection is to directional bore under the freeway and pull conduit/cabling through the bore. The Department of Public Works (DPW) does not have any real experience with design and directional boring as is required to undertake this work. By authorizing the Commissioner of Public Works to prepare a Request For Proposal, qualified consultants will showcase their experience and qualifications to undertake this design and subsequent directional bore. Provided that a qualified consultant is chosen from the Request For Proposals, this resolution also authorizes the Commissioner of Public Works to enter into a contract with the qualified consultant to undertake this work. This work is necessary due to the Marquette Interchange project and, as such, the State's share of the cost will be at least 90%. This resolution also authorizes the Commissioner of Public Works to enter into a municipal utility agreement with the State obligated to reimburse the City for their share.

Whereas, As part of the reconfiguration of the Marquette Interchange, the West Juneau Avenue Bridge will be removed which the City currently uses to support a conduit package over the freeway; and
Whereas, This conduit package carries cable and fiber systems that are vital to the City's communication network; and,
Whereas, The Juneau Avenue Bridge is scheduled to be removed in Spring 2004 which requires the City to make other arrangements to replace that freeway crossing before the bridge is removed without losing the City communication connection; and,
Whereas, The Department of Public Works does not have the expertise to design and directional bore beneath the freeway; and,
Whereas, The State of Wisconsin (State) will reimburse the City for at least 90% of the cost to undertake this work and a municipal utility agreement will need to be executed between the City and the State to facilitate the reimbursement; and,
Whereas, Available Underground Conduit Funds will fall significantly short of the total projected costs needed to undertake this work; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is authorized and directed to prepare a Request for Proposal for the purpose of receiving proposals from qualified consultants who have experience in designing and directional boring to support a City conduit package beneath the IH-43 freeway; and, be it
Further Resolved, That the Commissioner of Public Works is authorized and directed to enter into a contract with the qualified consultant; and, be it
Further Resolved, That the Commissioner of Public Works is authorized and directed to enter into a municipal utility agreement between the City and the State of Wisconsin (State) to obligate the State to reimburse the City at least 90% of the cost to undertake this work; and, be it
Further Resolved, By the Common Council of the City of Milwaukee that the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Values for engineering and construction to complete a directional bore beneath IH-43 at the West Juneau Avenue Bridge (Expenditure) and transfer to any of these accounts the amounts required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share or local share of $5,000, whichever is greater as follows:

Further Resolved, By the Common Council of the City of Milwaukee that the City Comptroller is authorized and directed to transfer the above amount to the Major Conduit Installation Fund ST280030200, of the Underground Conduit Section; and, be it
Further Resolved, That the City Engineer is hereby authorized and directed to approve and make periodic payments to the WISDOT upon receipt of invoices for the City's share costs of the above projects.
