Resolution relative to application, acceptance and funding of a COPS in Schools grant.  (Police Department)
 
Analysis     
This resolution authorizes the Milwaukee Police Department to apply for, accept, and fund a COPS in Schools Grant from the U.S. Department of Justice, Office of Community Oriented Policing Services in the amount of $1,207,298 with a city share of $ 457,298 and a grantor share of $750,000.  The purpose of this project is to hire six additional police officers to be deployed in and around schools in an effort to promote public safety and deter criminal and disruptive behavior.    
 
Body        
Whereas, The City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice, Office of Community Oriented Policing Services; and
 
Whereas, The operation of this grant from 09/01/04 to 08/31/07 would cost $1,207,298, of which $ 457,298 (38%) would be provided by the city and $750,000 (62%) would be provided by the grantor; and
 
Whereas, The Milwaukee Police Department will hire six new officers to replace veteran officers, therefore allowing the veteran officers to be deployed in and around schools in an effort to promote public safety and deter criminal and disruptive behavior; and
 
Whereas, The Milwaukee Police Department is required to maintain these six police officer positions for one full local budget cycle after the expiration of this grant; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. Department of Justice, Office of Community Oriented Policing Services is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File No. 030712; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.  Commit funds within the Project/Grant Parent of the 2004 Special Revenue-Grant and Aid Projects, the following amount for the program titled: COPS in Schools Grant:

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
 
3.  Establish the necessary City Share Project Values; and, be it
 
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
 
1.   Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2.   Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent; and, be it
            
Further Resolved, That the Common Council directs that the 2004 positions ordinance, C.C. File 030415 should be amended as follows:
